the french, by and large aren't all that lenient with each other, but like I said, even in England if one quasi governmental body commits a technical offence but acts in good faith and with a result that everyone sees as being the 'right one', and a length of time goes by there's no way the regulator is going to see that a prosecution is in the public interest... As someone pointed out about Ireland a few years back, the French have got a pretty effective statutory heritage protection regime that's a lot more recent than the UKs... Maybe someone who actually knows about this rather than just guesses would like to hazard an opinion. I'm getting a bit bored with the circularity.
