Bad idea.
Archaelogical work on development sites should not be paid for from the public purse, it should be paid for by the developer. Otherwise, we (the taxpayers) are subsidising developers to trash the archaeology. That's a bad thing in itself, but even worse because it removes any incentive for them to reduce their impact on the archaeology. I know (because I work with them regularly) that they often do feel an incentive to do that as things stand.
