And the answer about the smaller Scottish units is?
If they aren't operating employed/PAYE system, then of course 'wages' have to be higher to cover self-provision of holiday, sick pay, insurance (presume all 'self-employed' staff carry their own liability insurance?), tools (because of course they have to provide their own tools), transport (ditto) etc.
Interestingly came across people in Wales recently who wanted to be 'self-employed' because that was how the local unit was happy to 'employ' them...
