I would suggest that the salary should be £18,450-£20,235 that is the BAJR grade 5 for an entry level consultant project officer or put another way below the national average wage. Other factors have to be taken into account such as the hours worked, private health insurance and the pension scheme. The mileage allowance is important - or if you get a company car the former will add to the income the later will cost money.
This is to be compared to an Inspector of Ancient Monuments whose salary is 25-31k or an academic post at 28-40k.

If you "friend" is wondering what to ask a consultancy by way of a salary the key is the charge out rate. The pay should be about a third of this.
