What you might be confusing is the legislation ('your 20 day holiday entitlement [u]can</u> include statutory holidays') and the scheme that IFA and (I guess) BAJR supports where statutory holidays are [u]in addition</u> to a minimum of 20 days annual leave.
I wouldn't bother looking too far for law relating to enhanced pay for working statutory holidays, because there isn't any. You should however get a clause in your contract of employment that states the enhanced rates/time off in lieu that could be earned in the event of working beyond your contracted hours. I would guess that most employers include these as a matter of course...
