Are there any situations where "archaeology" and the archaeological planning system should be ignored or given an easy ride
No, there are not. The planning system, including the archaoelogical component, exists for a purpose, and should not be over-ridden or diluted under any circumstances.
Whether grants should be available for "socially good" projects in order to enable the project is another issue of course, but the same controls must remain in place.
