These are fair points... and sadly... you answered your own question...
If/when the passport comes into being.. perhaps 2009? then the requirements for a site will be able to specify what you need... ie... you can't run an entire site on G2s... however... when you get job applications you will be assured that the people who say they are G3's are jsut that.. plus.. it should be the case that pay should evolve over time...
Don't think I have now thought about this... but its very very tricky to enforce.. Believe it or not it was BAJR that introduced the senior digger grade 5 years ago... and quite a few companies actually use that as a pay range... where you can (and often do ) get paid more for more exp. previously it was one wage for all. Thats why this year I have now added the middling grades, to allow more potential for movement.. the next step is telescoping the pay scales.. to allow a sensible progression ... instead of the one where after years of work... you end up with little remuneration for all the added work and stress!
I was recently having alook over the past 8 years of BAJR and boy have things changed... (I hasten to add not just because of BAJR... ) but things have and are changing... all suggestions needed though.. hence the Skills Passport..
