One of the things I have already learnt from the Digital Democracy website (thanks Hopscotch for pointing it out) is that if as a result of using the Localism Bill the government finds itself in breach of the Valetta Convention and a fine is imposed by the EU, the Minister of State reserves that right to pass the fine onto - guess who? - the local authority. or in other words me and you.
So here's the scenario, government tells us to do something it knows is in breach of European law, gets taken to task by EU and fined for clear breach of law and then gets us to pay its fine from our local resources. I now understand what they mean by Localism......
