The intent of this proposal has to be a good thing, despite the fact that ?13,500 appears to be a rather small sum. Maybe a warm hearted consultancy may add a little pro bono considering the importance of the guidelines.
It seems to me that such guidelines will help in establishing the concept of HER advice as enshrined in PPS5. I recognise that there are many successful models for such guidance already in existence through custom and practice in a variety of local authorities and local authority advisory services. Building upon those examples to propose a model for a national standard cannot be a bad thing and I am sure will do as much to consolidate the role of exisiting officers and offices as it will to highlight deficiences in less enlightened authorities.
