Photoshop would certainly do it, using 'layers' and blending them together.
There's a free, open source program called GIMP you could try - http://www.gimp.org. I don't have much experience with that, but it's supposed to be very good, and I found a tutorial for the process you would want to play with http://www.gimptalk.com/forum/topic/My-F...106-1.html
